Press Release on International Virtual Conference on “Turning Point: Bangladesh after the July–August Uprising”

On 29 October 2025, Wednesday at 9:00 am (NY Time) a day-long International Virtual Conference on “Turning Point: Bangladesh after the July–August Uprising” was held, organized by the Global Centre for Democratic Governance (Canada) and the South Asia Democratic Forum (Belgium), with the collaboration of NEVER AGAIN Association, Poland; European Bangladesh Forum, UK; Rights & Risks Analysis Group, India; International Forum for Secular Bangladesh, Switzerland; 71@Heart, UK; Ekattorer Prohori, USA; Center for USA-Bangladesh relations, USA; Centre for Gender Justice and Women Empowerment, Switzerland.

The conference expressed deep concern about the grave human rights violations in Bangladesh over the past 15 months and drew the attention of both national and international stakeholders to this issue. At the same time, the participants reaffirmed their strong commitment to establishing democracy, good governance, and human rights in Bangladesh.

A Critical Analysis of the fact-finding report of the United Nations Human Rights Office on Human Rights Violations and Abuses related to the protests of July-August 2024 in Bangladesh. The speakers criticized the publication by OHCHR for failing to follow the UNO editorial policy. Moreover, the report suffers from methodological opacity, imbalance in context, insufficient rigorous analysis, and a lack of impartiality.

Based on the opinions of the conference speakers, the following declaration was made:

1. Restoration of Civil Rights and Judicial Independence

We call for the full restoration of civil, political, and religious rights and the protection of fundamental freedoms. The judiciary must be independent and free from political interference to ensure equal justice for all.

2. Accountability for Human Rights Violations

All reports of killings, detentions, torture, and violence against women, children, minorities, and political opponents must be investigated fairly and transparently. Every victim deserves justice.

3. Freedom of the Press and Protection of Journalists

We strongly condemn media censorship and attacks on journalists. We call for an immediate end to intimidation, imprisonment, and censorship, and demand full freedom of expression and protection for all journalists.

4. Combating Extremism and Safeguarding Regional Stability

Participants emphasize the need for united action against extremism, promoting inclusive governance, human rights, and regional cooperation to ensure lasting peace and stability in Bangladesh and the broader South Asian region.

5. Free, Fair, and Inclusive Elections

We emphasize the urgent need for an inclusive, free, fair, and transparent national election under a neutral and credible caretaker government, ensuring the participation of all political parties and restoring public confidence in democratic institutions.

The meaningful participation of all political parties and ensuring the democratic will of the people.

সম্মেলনে গত ১৫ মাসে বাংলাদেশে সংঘটিত ভয়াবহ মানবাধিকার লঙ্ঘনের বিষয়ে গভীর উদ্বেগ প্রকাশ করা হয় এবং জাতীয় ও আন্তর্জাতিক সকল অংশীজনের দৃষ্টি আকর্ষণ করা হয়। একইসাথে, অংশগ্রহণকারীরা বাংলাদেশে গণতন্ত্র, সুশাসন এবং মানবাধিকার প্রতিষ্ঠায় তাঁদের অঙ্গীকার পুনর্ব্যক্ত করেন।

জাতিসংঘ মানবাধিকার কার্যালয় (OHCHR) কর্তৃক জুলাই-আগস্ট ২০২৪ সালের গণআন্দোলন সম্পর্কিত মানবাধিকার লঙ্ঘন নিয়ে প্রকাশিত ফ্যাক্ট-ফাইন্ডিং রিপোর্টের সমালোচনামূলক বিশ্লেষণ উপস্থাপন করা হয়। বক্তারা রিপোর্টটির সম্পাদকীয় নীতি অনুসরণে ব্যর্থতা, পদ্ধতিগত অস্পষ্টতা, প্রেক্ষাপটের ভারসাম্যহীনতা, কঠোর বিশ্লেষণের অভাব এবং নিরপেক্ষতার ঘাটতির জন্য তীব্র সমালোচনা করেন।

সম্মেলনে বক্তাদের মতামতের ভিত্তিতে নিম্নলিখিত ঘোষণা গৃহীত হয়:

1. নাগরিক অধিকার ও বিচার বিভাগের স্বাধীনতা পুনঃপ্রতিষ্ঠা:

নাগরিক, রাজনৈতিক ও ধর্মীয় অধিকারসহ মৌলিক স্বাধীনতার পূর্ণ পুনঃপ্রতিষ্ঠার দাবি জানানো হয়। সুবিচার নিশ্চিতে বিচার বিভাগকে অবশ্যই রাজনৈতিক প্রভাবমুক্ত ও স্বাধীন হতে হবে।

• মানবাধিকার লঙ্ঘনের জবাবদিহিতা:

হত্যা, আটক, নির্যাতন, নারী ও শিশু নির্যাতন, সংখ্যালঘু ও বিরোধী রাজনৈতিক কর্মীদের ওপর সহিংসতার সকল অভিযোগকে ন্যায়সংগত ও স্বচ্ছভাবে তদন্ত করার আহ্বান জানানো হয়। প্রতিটি ভুক্তভোগীর ন্যায়বিচার পাওয়ার অধিকার রয়েছে।

• গণমাধ্যমের স্বাধীনতা ও সাংবাদিকদের সুরক্ষা:

গণমাধ্যম সেন্সরশিপ ও সাংবাদিকদের ওপর আক্রমণের তীব্র নিন্দা জানানো হয়। অবিলম্বে ভয়ভীতি, কারাবাস ও সেন্সরশিপ বন্ধের দাবি জানিয়ে পূর্ণ মতপ্রকাশের স্বাধীনতা ও সাংবাদিকদের সুরক্ষার ওপর জোর দেওয়া হয়।

• চরমপন্থা মোকাবিলা ও আঞ্চলিক স্থিতিশীলতা রক্ষা:

চরমপন্থার বিরুদ্ধে ঐক্যবদ্ধ পদক্ষেপ গ্রহণ, অন্তর্ভুক্তিমূলক শাসন, মানবাধিকার এবং আঞ্চলিক সহযোগিতা বৃদ্ধির ওপর গুরুত্ব আরোপ করা হয়, যাতে বাংলাদেশ ও সমগ্র দক্ষিণ এশিয়ায় দীর্ঘস্থায়ী শান্তি ও স্থিতিশীলতা প্রতিষ্ঠা করা যায়।

• অবাধ, সুষ্ঠু ও অন্তর্ভুক্তিমূলক নির্বাচন:

একটি নিরপেক্ষ ও বিশ্বাসযোগ্য তত্ত্বাবধায়ক সরকারের অধীনে অবিলম্বে অন্তর্ভুক্তিমূলক, অবাধ, সুষ্ঠু ও স্বচ্ছ জাতীয় নির্বাচনের প্রয়োজনীয়তার ওপর জোর দেওয়া হয়, যাতে সব রাজনৈতিক দলের অংশগ্রহণ নিশ্চিত হয় এবং জনগণের গণতান্ত্রিক আস্থা পুনঃপ্রতিষ্ঠিত হয়।
