Overview of the Report

The Global Center for Democratic Governance (GCDG) presents Bangladesh’s Medical Community in Crisis, a documented examination of incidents and institutional measures affecting doctors, medical educators, healthcare professionals and medical students following Bangladesh’s political transition in August 2024.

The report brings together accounts of physical violence, arrest and detention, criminal proceedings, academic sanctions and adverse professional measures. It examines the circumstances of individual cases and considers their wider implications for medical education, professional independence and the continuity of healthcare services.

Central Concern

The report examines whether political identity, perceived affiliation or institutional pressure contributed to adverse actions—and whether those affected received fair procedures and an effective opportunity to respond.

Key Areas Examined

01 · LEGAL PROCEEDINGS

Arrests, Remands and Criminal Cases

Reported arrests, detention and criminal proceedings involving physicians, medical educators and other healthcare professionals.

02 · PERSONAL SAFETY

Violence, Threats and Intimidation

Physical assault, threats and intimidation affecting medical professionals, including rural healthcare providers.

03 · HOMES AND PROPERTY

Attacks, Vandalism and Arson

Attacks on homes, pharmacies and other property, including reported vandalism, looting and arson.

04 · MEDICAL EDUCATION

Suspensions and Academic Sanctions

Temporary suspension, long-term internship deferral and academic sanctions affecting medical students and trainees.

05 · PROFESSIONAL LIFE

Administrative Action and Exclusion

Adverse employment measures, public listing, workplace obstruction and “persona non grata” declarations.

06 · HEALTH INSTITUTIONS

Institutional Disruption and Accountability

Takeovers, attacks and disruption of medical institutions, with attention to healthcare services and state accountability.

Beyond Individual Cases

Doctors and medical students work and train in institutions entrusted with protecting life, health and human dignity. Their ability to study, practise and serve patients safely is therefore a public concern as well as a professional one.

The report considers how intimidation, exclusion and institutional instability can affect medical training, the working environment of healthcare professionals and confidence in public health institutions. It also highlights incidents involving rural practitioners, whose services are important to communities outside major urban centres.

Accountability and Professional Freedom

Accountability for wrongdoing and protection against unlawful retaliation are complementary principles.

The report supports impartial investigation of credible allegations while emphasising fair procedures, individual assessment and protection from violence or exclusion based solely on political identity.

Evidence and Methodology

As described in its preface, the report draws on Bangla- and English-language national and district-level journalism, official and institutional orders, court-related reporting, professional sources and other available documentation.

Its stated approach gives particular attention to corroboration, avoiding double-counting and distinguishing allegations from facts. It separates the documented occurrence of an adverse action from the question of whether that action constituted political retaliation.
